The ruler of the Southwest coast of Southern Erenland

It says that the ruler of the Southwest coast is Arana Jasayi, but it doesnt say where she rules from. I am assuming from text and whatnot that it is Paol. What do you guys think?

Based on the description from Midnight 2nd ed on page 264, with her running a fleet making raids to the Archipelago and keeping the resistance from resurfacing at Paol itself I'd say you are correct.
